1) Q. How many parking spaces will be built?
A. 105 parking spaces will be provided next to or close to the new addition. This exceeds the City building code requirements.
2) Q. Why can’t the district use the revenues made by the hospital to pay for building and capital expenses?
A. The annual payments on the new addition will be about $800,000 per year. The district would not be able to make enough revenue to cover this payment.
3) Q. What will the impact be if the bond measure passes?
A. If the voters pass this bond the proposed addition will provide adequate space for services currently provided and will also meet Department of Health building codes. The addition will also provide space for new services. See question number 9.
4) Q. Why does the addition cost so much?
A. Construction costs (labor and materials), fuel costs, and interest rates are constantly rising and leading to higher costs for this type of project. Moreover, the building codes that apply to hospitals are much more stringent than for other types of office buildings.
5) Q. What will the impact be if the bond issue does not pass?
A. Considering the rapidly increasing cost of construction, it is unlikely that the hospital district would be able to afford a large addition for many years.
6) Q. Why is the hospital district seeking to build an addition to the hospital at this time?
A. Built in 1952, North Valley Hospital can no longer meet the growing healthcare needs of the communities we serve.
Currently the district is finding difficulty with crowded emergency rooms, 4 hospital patient beds sharing one bathroom, inadequate operating rooms space for surgeons, staff and equipment, and lack of patient privacy.
The proposed single story addition will add approximately 21,000 sq. ft. of space dedicated to patient care services. A 10,000 sq. ft. basement will remain unfinished for future needs.
7) Q. What current services will be moved to the new hospital addition?
A. Services such as:
· Emergency Room
· Surgery & Recovery
· Birthing Suites
· Updated Imaging (X-ray, CT Scan, MRI, etc.)
· Private Patient Rooms
8) Q. What new services will be added when the addition is complete?
A. Additional services that are planned are:
· Private Patient Rooms (can be converted to semi-private)
· Orthopedic Surgeries (knee & hip replacements)
· Infusion Therapy (chemo, antibiotic, etc.)
· Bone Densitometry
· Out-patient Surgery Department
· Observation Suite
· Emergency Air-lift
9) Q. How much will the bond issue cost me?
A. Preliminary estimates are that the $11 million, 25 year bond issue will cost the voters approximately $1.15 per $1000 of assessed property value.
10) Q. What is the financial picture of the hospital district?
A. Since 2000, the hospital district was operating at a loss due to the implementation of the Balanced Budget Act by the Federal Government.
With the strategic plan put into place two years ago by the hospital District Commissioners and Administration, the first five months of 2007 is showing a profit of $112, 000.
11) Q. Will senior citizens and disabled persons be exempt from this tax?
A. You may qualify for an exemption from all or part of your property tax on your residence if you are at least 61 years of age or permanently disabled (unable to pursue an occupation).

12) Q. When is the election?
A. Ballots will be mailed out to registered voters on August 1st, 2007 for the August 21, 2007 primary election.
